Aggregate rules — Puslinch asks province to reconsider

From: Township of Puslinch

Date: August 26, 2026 (circulated Sept. 10)

Ask: Ministry of Natural Resources reconsider its interpretation of the Aggregate Resources Act on imported material

Issue: Current reading allows unlimited importation from other licensed sites, excludes imported and processed material from annual tonnage limits, and lets processing and blending continue after on-site extraction ends

Concern: Sites could operate as ongoing industrial facilities, increasing truck traffic, road wear, noise and dust; does not match the view of extraction as an interim use that requires rehabilitation

Also requested: Clarify how imported material fits with the Planning Act and Provincial Planning Statement; consult municipalities before finalizing related policies
