Policy · GO Transit · Ward 2 The GO Extension & Local MobilityJoshua Glover | Candidate for Councillor, Ward 2 |
The Bowmanville GO Station and the Bowmanville West Major Transit Station Area (MTSA) will support thousands of new residents and jobs in Ward 2. That represents an important economic and community-building opportunity. However, if our planning assumes that thousands of new residents will rely almost entirely on personal cars, it will place unnecessary pressure on an already busy local road network.
The station should work as a mobility hub: reliable buses, safe walking and cycling routes, and practical links to the neighbourhoods around it. Without that integration, the benefits of the GO extension could be undermined. Success is not only about the station itself. It is about how well we connect it to the rest of Ward 2.
Making that connectivity work will require close collaboration with Durham Region, Metrolinx and our local community. To support that work, I am advancing four practical priorities for Ward 2:
|
01 — Infrastructure coordinated with growth Development phasing in the Bowmanville West MTSA must line up with planned transportation capacity. Existing Clarington taxpayers should not carry growth-related infrastructure costs that belong on Development Charges or senior-government funds. |
|
02 — Synchronized regional transit Work with Clarington’s Regional Councillors to press Durham Region Transit to coordinate feeder buses on Clarington Boulevard and Green Road with Metrolinx arrival and departure times, as closely as practical. Expand DRT On Demand micro-transit so it reaches the Courtice border and rural hamlets. |
|
03 — Walking, cycling and rail crossings Cut short car trips into the station area by linking neighbourhoods to the platform. Highway 401 and the rail corridor split subdivisions from the station and the lake. Complete DC Item 191 — the Active Transportation 401 & Rail Crossing Feasibility Study — and identify safe, grade-separated walking and cycling crossings. |
|
04 — Protect neighbourhoods from commuter parking Growth around the station must not turn quiet side streets into overflow lots or high-speed cut-throughs. To advance the goals of Clarington's municipal parking review initiated under Council Resolution #C-033-24, I will propose resident-requested, street-specific parking restrictions within 1.2 kilometres of the GO Station, with free digital permits for local residents and proactive by-law enforcement to control commuter overflow without penalizing homeowners. |
The Bowmanville GO extension is an opportunity to connect Ward 2 to the wider region—but that opportunity will be measured by what happens beyond the station itself. If we plan transportation, transit, and neighbourhood protection together, we can make sure growth strengthens the community rather than placing unnecessary pressure on the roads and streets around it.
I will work with Durham Region, Metrolinx, and the community to make the GO investment work as part of a connected local transportation network—one that gives residents practical alternatives to the car, supports responsible growth, and protects the neighbourhoods that surround it.
On October 26, vote Joshua Glover for Peace, Order, and Good Government.
